MEDIA STATEMENT:FEDUSA IN KWAZULU-NATAL CONDEMNS DEPARTMENT OF BASIC EDUCATION REVERSAL ON EARLY RETIREMENT APPROVALS CALLS FOR URGENT INTERVENTION BY PREMIER AND MEC

The Federation of Unions of South Africa (FEDUSA) in KwaZulu-Natal condemns, in the strongest possible terms, the decision by the KwaZulu-Natal Department of Basic Education to withdraw approvals previously granted for early retirement packages.

This reversal constitutes a serious breach of trust between the state and its employees. Public servants who have devoted decades of service to the education system responded to a government invitation to apply for early retirement. Many employees structured their financial affairs, family arrangements, and professional transitions on the basis of approvals formally issued by the Department.

The sudden withdrawal of those approvals reflects administrative irresponsibility and a failure of sound governance.

The Department’s reliance on financial constraints as justification for reversing these decisions exposes a significant breakdown in planning and accountability. Public institutions carry a duty to act with foresight, integrity, and respect towards their employees. It is unacceptable for workers to bear the consequences of internal fiscal mismanagement after formal approvals have already been granted.

FEDUSA in KwaZulu-Natal views this development as an unjust action that places hundreds of employees in financial and emotional uncertainty. Workers who acted in good faith now face the prospect of disrupted retirement plans and unexpected economic hardship.

The Federation therefore calls on the Premier of KwaZulu-Natal and the Member of the Executive Council responsible for Education to intervene urgently.

Provincial leadership must ensure that every retirement approval already issued by the Department of Basic Education is honoured in full. Employees cannot be expected to reverse life decisions made on the basis of official government communication.

This situation also raises serious concerns about fairness and consistency within the national public service. Employees in KwaZulu-Natal must not be subjected to unequal treatment while similar retirement arrangements proceed in other provinces.

The Federation further calls for a comprehensive internal accountability process to determine how applications were invited, processed, and approved without confirmed financial provision. Those responsible for exposing workers to this level of uncertainty must be held accountable.

Trust between government and its workforce rests on reliability and integrity. When the state makes commitments to employees, those commitments must carry meaning.

A government that retracts approved benefits after employees have acted upon them undermines confidence in public administration and damages morale across the public sector.

FEDUSA in KwaZulu-Natal will continue to monitor engagements with the Department closely. Should provincial leadership fail to intervene decisively, the Federation will pursue every lawful avenue available to defend the rights and dignity of affected workers.

Public servants deserve certainty, fairness, and respect for their years of service. The time for decisive leadership is now.
